Survey on Constitutional Referenda

Council recently distributed an information brochure and survey on whether it should hold constitutional referenda in conjunction with the 2008 Local Government elections.

The four issues that are the subject of the survey are: 

  1. Dividing the Council area into wards
  2. Changing the number of Councillors
  3. Changing the method of electing the mayor to either direct election by its electors every 4 years or election by the councillors every year
  4. Changing the method by which councillors are elected where the council's area is divided into wards.

The Local Government general election, to be held on 27 September 2008, provides Council with the opportunity to conduct constitutional referenda in conjunction with the election. The issues which can only be determined by a constitutional referendum are those listed above. It is important to note that if Council does choose to hold a referendum on any of the issues in September 2008, and that referendum is successful, then the changes will not come into effect until the following Local Government general election currently scheduled for September 2012.

Council considered a report at its Ordinary Meeting No.15 on 26 July 2007 (Item 9.2 plus attachment). The surveys were distributed with the last rates instalment notices. Council put a closing date of 30 November 2007 for return of the completed surveys. This has now been extended to 24 December 2007 so that those ratepayers who did not receive a copy of the survey either because they have not yet received a rates instalment notice, or who have already paid their rates in full, can now respond if they wish to. Copies of the information brochure and survey are also available from Council's offices in Bungendore (10 Majara St) and Braidwood (144 Wallace St).
